Legacy decisions stop you from modernising your legacy technology. When a digital team is asked to replace some ageing tech, they often find their hands tied by a decade or more of decisions taken by other people with the best of intentions. This is especially true in the public sector, where the gap between policy makers and digital teams creates a minefield of edge cases.

While it might sound daunting, for legacy modernisation to be a success, digital and non-digital teams need to tackle this problem head-on, or they risk building services that become legacy before they launch. Left uncontrolled, these landscapes can lead to teams delivering new systems that are just as hard to change, and just as ineffective as the systems they replace.
