We’ve been working with several local authorities, including the London Borough of Barnet and The Planning Portal, as well as stakeholders such as MHCLG, TfL, GeoPlace, private building control firms and housing developers, to design and develop an innovative and modern payment and reporting service for the new Building Safety Levy (BSL).

This levy seeks to raise £3bn over the next 10 years to remediate building safety issues following the Grenfell Tower tragedy. It was recently announced that Local Authorities would need to start processing the Levy later this year.

The levy will also enable real-time reporting of completed, in-progress and cancelled homes so that the government can track progress against its target of 1.5 million new homes over the next five years.

Made Tech Building Safety Levy is delivered as a fully secure and fully hosted and managed SaaS service. It provides full management of the levy journey from initial planning application to Completion Certificate and MHCLG reporting.

Integration with The Planning Portal

Details relevant to BSL administration will automatically be shared from the planning application, directly from The Planning Portal, keeping all documentation, payment information and housing data in one place.

Integration with Registered Building Controlled Approvers

Integration with local authority building control and private sector approvers will mean that Completion / Final Certificates will only be automatically released to developers upon receipt of the levy payment. Currently, developers receive this regardless of whether they have paid the levy.

Automated reporting 

Levy and housing delivery data will be automated and reported in real-time to the local authority and MHCLG so that levy and housing targets can be accurately tracked.

Our approach to Building Safety Levy

Adopting a user-centred approach, our service has been designed to provide an intuitive and easy to use experience for authorities, housing developers, private sector building control approvers and MHCLG. It has been built on the GOV.UK design system so it looks and feels familiar to all modern government digital services.

Efficiency and automation have been built-in from the outset – seeking to reduce the burden on authorities administering the scheme. This includes integration with The Planning Portal and automated reporting with MHCLG.

So far we’re working with the London Borough of Barnet to design and develop this service. As we get closer to the launch of the Levy we’re seeking to engage with more authorities and building control bodies, to co-create a true best-in-class levy service for local government, by local government.

To demonstrate the work and our plans for the next few months, we will be hosting an online presentation on the afternoon of Thursday 13th February 2025

We will showcase the research underpinning this service, demo the prototype, and hear from Barnet, The Planning Portal and a private sector building control body, as well as other stakeholders. We will also talk about the work we’ll be doing before the legislation and guidance in March, and how we will be developing and testing the service in time for Autumn 2025.
